RULES. VII SICARM INTERNATIONAL CONTEST OF 3D DIGITAL ANIMATION

INTRODUCTION


The Integra Foundation is a non-profit entity, operating under a private rights regime and sponsored by the Autonomous Community of the Region of Murcia, with the main aim of speeding up the process of implantation of the Information Society and the New Technologies in the Region of Murcia.
One of the activities that the Regional Ministry of Economy and Treasury promotes through the Directorate General for   Telecommunication and Information Society, and the Integra Foundation, in the context of  the III Plan for Information Society Development in the Region of Murcia (regiondemurciaSI), is the creativity encouragement in new digital contents.


FIRST.- PURPOSE


The Integra Foundation announces the “VII SICARM International Contest of 3D Digital Animation” in order to promote the use of New Technologies applied to the creation of digital contents and to discover new talents in animation.


SECOND.- PARTICIPANTS


Any natural person over the age of 18 or any legal entity can participate. In both cases, the participants must be holders of work`s rights, for the purposes of this contest.
For the special prize Region of Murcia, any natural person or any legal entity resident in the Region of Murcia can participate.


THIRD.- REQUIREMENTS


The animations, which theme of choice, must fulfil the following requirements:

  • They must be created with any type of 3D digital animation technique.

  • Short-length films must be under 30 minutes in length.

  • Works must have been produced from January 2009.

  • They must not contain scenes or messages that might prejudice against the physical, mental or moral development of minors, or promote hate, contempt or discrimination on the grounds of birth, race, sex, religion, nationality, opinion or any other circumstance.


FOURTH.- PRIZES


Four prizes will be awarded:

  • FIRST PRIZE, worth 9,000€ (nine thousand euros) and a trophy.

  • SECOND PRIZE, worth 5,000€ (five thousand euros) and a trophy.

  • THIRD PRIZE, worth 2,500€ (two thousand five hundred euros) and a trophy.

  • REGION OF MURCIA SPECIAL PRIZE, worth 2,500€ (two thousand five hundred euros) and a trophy.

The prizes are indivisible and may be declared void if, in the opinion of the Jury, the proposals presented do not comply with the rules or do not have enough merits.
The prizes may not be awarded posthumously, and will be granted to a natural or legal person, as applicable.
The amount of the prize will be subject to a retention for tax purposes as provided by the current legislation in Spain.
The prize-giving ceremony will be held in Murcia during the celebration of the SICARM 2010.


FIFTH.- PAPERS TO BE SUBMITTED


All works entering the contest will be submitted in a sealed envelope to the premises of the Integra Foundation, located at C/ Manresa 5, Entlo. Dcha., 30004 – Murcia – Spain.
In the above-mentioned envelope, the following heading will appear: “VII CONCURSO INTERNACIONAL SICARM DE ANIMACIÓN DIGITAL EN 3D”
This envelope will contain the following information:

  • Participant’s personal details:
    Natural persons: Name and surname, taxpayer identification number, address, postcode, city or town, telephone number, e-mail and a photocopy of the identification card.
    Legal persons: Name, registered corporate name, company tax code, name and taxpayer identification number of the representative, address, postcode, city or town, telephone number, e-mail, photocopy of documentation confirming that the representative is acting on behalf of the participating entity and photocopy of the identification card.

  • A signed statement by the participant declaring that has the work¿s rights, for the purposes of this contest.

  • Two copies of each work along with the trailer of it (maximum length of two minutes), in PAL format and standard MPEG-2 compression, in DVD medium, with the participant’s name, title and length of the work appearing on the cover and in the media itself.

  • If the language of the work is different from Spanish or English, it must be submitted with Spanish or English subtitles. 

Works that do not meet any of the above-mentioned requirements will not be accepted.


SIXTH.- SUBMISSION DEADLINE


The submission deadline for the contest will be the 31st of March, 2010, at 14:00 hours.


SEVENTH.- JURY


The Jury will be composed of a President, two Members and a Secretary, selected among people of great renown in the area of 3D digital animation. Their decision will be based on a majority vote, with the President’s vote being decisive.
The Organization reserves the right to form a pre-selecting Jury in order to reduce the number of works to be viewed by the official Jury to no more than 20.
The Jury will ensure the fulfilment of the current contest rules, and announce, if any, the winners. The candidates will be subject to the Jury’s decision, which will be unappealable.
The Jury’s decision will be announced during the celebration of SICARM 2010.


EIGHTH.- COLLECTION OF WORKS


The participants can collect those works that have not been awarded, at the central office of the Integra Foundation, C/ Manresa, nº 5, Entlo. Dcha., in the city of Murcia, within 30 calendar days from the day after the awards-giving ceremony.
Works not collected in person before the indicated deadline may be shipped to submitters at their own expense.


NINTH.- CONDITIONS FOR PARTICIPATION


Participation in the contest implies total acceptance of the present rules.
Any circumstances not considered in the present rules will be resolved by the Jury.


TENTH.- PERSONAL DATA PROTECTION AND TREATMENT


Participants give the Integra Foundation the right to include the personal information in its files, to use and process it, automatedly or not, provided the use and treatment for administering and registering the operations derived from the contest. All information, described in the fifth condition, is considered mandatory, being this essential for the administration of the contest.
Everything that has been stated is understood without prejudice to the rights of access, rectification, cancellation and opposition, which may be exercised against the Integra Foundation, located at C/ Manresa nº 5, Entlo. Dcha., 30004 Murcia.


ELEVENTH.- EXHIBITION OF WORKS


The finalists expressly authorize the Integra Foundation to exhibit their works, totally or partially, within the actions of SICARM and this contest.
Additionally, it will be possible to publish on Internet the trailer of the submitted works. Such publications and exhibitions will not originate any rights for the participants.
